The seminar will look at the proposed changes to fuel poverty policy and delivery programmes. It will focus on initiatives that aim to tackle fuel poverty and prioritise low-income consumers in the transition to a low carbon future. It will highlight in particular the assistance available for older customers through the Carbon Emissions Reduction Target and the Warm Home Discount as well as the proposals being put forward in the Energy Bill for a proposed Energy Company Obligation post 2012 which is expected to replace traditional grant funding for all vulnerable households.
The event will focus on examples of practical initiatives currently being delivered at a local level which could be replicated in other areas as part of the Coalition Government's Localism agenda. It will also highlight the Government's plans for a new direction for the NHS where local authorities will have new functions joining up the commissioning of local NHS services, social care and health improvement.
The seminars are of relevance to representatives from all agencies involved in the development and delivery of programmes that seek to prioritise the needs of low-income consumers and in particular older customers - Citizens Advice Agencies, Age UK and other older persons agencies, local authority officers and elected members with responsibility for health, housing and the environment and representatives from other voluntary and private sector agencies with an interest in fuel poverty.
